Dr. Richard Duncan was appointed Superintendent of Schools by the Roane County Board of Education beginning July 1, 2017.
A native of Williamson, West Virginia, "in the heart of the billion dollar coalfields," Dr. Duncan is a 2001 graduate of Belfry High School in Belfry, KY. He earned a bachelor of science in aerospace engineering, master of science in finance, and doctor of philosophy in mechanical and aerospace engineering from Illinois Institute of Technology in Chicago, IL, and a post-baccalaureate teaching certificate endorsed for Mathematics (5 - Adult) and a master of arts in leadership studies from Marshall University in Huntington, WV. Before joining Roane County Schools, Dr. Duncan served as a teacher, STEM Program Coordinator, and Director of Human Resources and Information Systems for Mingo County Schools in Williamson, WV.
